News of the recent vape shipping ban in the U.S. has plenty of people talking, but many consumers have far more questions than answers. And for vapers that regularly shop DIRECTVAPOR online, the biggest question is this: can you ship vapes in the mail?
The simplest answer is YES, you can still buy vapes online and have them shipped by mail.
The slightly more complicated answer is that it depends on where you’re located, which retailer you’re ordering from, and the carriers available.
We’re breaking down the ban on shipping vapes and vape juices and giving you answers to questions about the new law, what products and carriers it applies to, and why it was enacted. Perhaps most importantly, we’re going to cover one of the biggest vape customer questions of all: can I still order vape products online and have them shipped to me? (Spoiler alert: yes, you can!).
What is the Vape Shipping Ban?
As of October 21, 2021, the United States Postal Service (USPS) implemented a new rule that ended the delivery of vape products via the U.S. Mail.
There’s an entire webpage dedicated to the various paperwork and details related to the rule, which you can look through if you feel like doing some in-depth reading. But the key takeaway is that those vape products now fall into the same category as cigarettes and smokeless tobacco. In the eyes of the USPS, that means they can’t be transported via mail.
UPS and FedEx both made internal policy changes to join USPS in this move, so they also will no longer be shipping vape products. There are a few exceptions to this rule; including business-to-business (B2B) shipments, some shipments between private individuals, and consumers living in Alaska or Hawaii.
But don’t panic just yet, because there are a few loopholes in this rule – and we’ll get to those in just a moment.
Which Vape Products are Included in the Shipping Ban?
Under the ban on shipping vapes, the Postal Service can’t deliver:
- Vape devices
- Vape liquids
- Vape components/parts
- Products intended for use with both synthetic and tobacco-derived nicotine
Unfortunately, the USPS rule is based on very generalized language included in a ruling from Congress which makes no distinction between nicotine-containing and alternative vape products — meaning that both are impacted by the ban.
Why is There a Ban on Shipping Vapes?
The new ban is the direct result of legislation signed into law by President Trump in December of 2020. The Preventing Online Sales of E-Cigarettes to Children Act (POSECCA) was passed as part of a larger federal budget bill.
POSECCA bans vape mail and requires all vape shippers to comply with the 2009 Prevent All Cigarette Trafficking (PACT) Act. Originally, this law only applied to the sale of cigarettes or smokeless tobacco, but vape products have now been added to the list of items regulated by the PACT Act.
According to legislators, the goal of these new regulations is to make vape products inaccessible to minors. Adult vape consumers (and countless small vape companies) have ended up being a casualty of this new law because it’s made it extremely difficult to order vape products online… even if you’re an adult of legal age.
Can I Still Order Vapes Online?

The PACT Act outlines a set of very strict rules for online sellers, requiring us to:
- Verify the age of customers
- Use private shipping services that require an adult signature at the point of delivery
- Register with the U.S. Attorney General and Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE), as well as state and local tax administrators as applicable
- Collect and pay applicable state/local taxes
- Submit monthly documentation of sales to each state’s tax administrator
